The 2023 amendment split naturalisation into a fast lane and a slow one, and the difference between them is a language certificate. Here is which route you are actually on, and the condition in the final twelve months that quietly disqualifies people who have waited the full term.

The short answer

Three doors, and most people queue at the wrong one

Naturalisation by residence is the default: eight years of lawful residence within the preceding eleven. It is slow, it is reliable, and it asks nothing of your Greek.

The fast tracks came in with Law 149(I)/2023, amending the Civil Registry Law. Highly skilled employees of eligible companies can apply after four years with a B1 Greek certificate, or five years with A2. That is not a small difference. It is half a decade.

The marriage route runs separately again: three years of marriage to a Cypriot citizen plus two years of residence in the Republic before applying, under its own provision and its own form.

And before any of that: if you have a Cypriot parent or grandparent, none of this applies to you. Citizenship by descent is recognition of something you may already hold, not an application to earn it. Check that first, because people spend years on the wrong route.

Residence-based naturalisation is filed on form M127; the spouse route runs under a separate provision with its own form. The forms and their current requirements are published by the Ministry of the Interior.

The condition that catches people at the finish line

Whichever route you are on, the final twelve months before you apply must be continuous, with no more than 90 days spent outside Cyprus in total. People who have patiently accumulated eight years occasionally discover that a long trip home in year eight has reset the clock on the only year that had to be clean. If you are within sight of applying, treat that last year as the one where travel needs counting, not the one where you relax.

A necessary warning

No amount of money buys a Cypriot passport

Cyprus ran a citizenship-by-investment programme for years. It was terminated in 2020 and it has not been replaced. There is no investment threshold, at any figure, that produces a Cypriot passport today.

What does exist is permanent residency by investment, at €300,000 plus VAT. That is a residence status. It lets you live here, and living here is what eventually counts toward naturalisation, but it is not citizenship and the two are years apart.

The distinction matters because the old scheme still echoes around the internet, and offers that blur residency into citizenship are either careless or deliberate. If someone is selling you a Cypriot passport for money in 2026, that is the end of the conversation.

Eight years of lawful residence within the preceding eleven years is the standard route. Since the 2023 amendment to the Civil Registry Law, highly skilled workers in eligible companies can apply after four years if they hold a B1 Greek certificate, or five years with an A2 certificate. Every route also requires the twelve months immediately before the application to be continuous, with no more than 90 days spent outside Cyprus.
For the shortened routes, yes, and it is certified rather than assessed informally: B1 for the four-year route and A2 for the five-year route. Applicants also need to show knowledge of the contemporary political and social reality of Cyprus. Greek certification does not shorten the clock for anyone who does not qualify as a highly skilled worker.
Yes. A spouse of a Cypriot citizen can apply after three years of marriage together with two years of residence in the Republic before the application. It runs under a different provision and a different form from residence-based naturalisation. Language and civic-knowledge requirements still apply.
Yes. Cyprus permits dual and multiple citizenship, so becoming Cypriot does not require you to renounce another nationality. Whether your other country of nationality permits it is a separate question governed by that country's law, and a few do not.
Substantially, because it is not a naturalisation at all. If you have a Cypriot parent or in many cases a Cypriot grandparent, you are recognising a citizenship you may already be entitled to rather than earning a new one, so the residence and language conditions on this page do not apply. It is the first thing anyone of Cypriot descent should check.
No. The former citizenship-by-investment scheme was terminated in 2020 and no property purchase at any value grants a passport today. Property can support permanent residency by investment, which is a residence status and not citizenship. Treat any current offer of a Cypriot passport for investment as a serious warning sign.
